What Is Portal?
How Do I Use Portal?
- In order to use the Portal, you will need an account. To create one, click Sign Up on the home screen:
- Once you are on the Apply for a Login page, choose a Login ID and password, and enter your contact information. Then, click Register.
- After registering, you will receive a confirmation email. Follow the link in the email to activate your account:
- Finally, you will receive an email when your account registration has been approved. You can then log in and begin using the Portal.
If you cannot log in because you have forgotten your password, follow these steps to recover it:
- From the login page, click Forgot Password? below the Password field.
- Enter your email address and click Submit. You will receive an email with instructions to reset your password. You will receive a notification that the email has been sent.
- To begin, click Create Application on the home screen after logging in.
- This is the first page or panel that will appear when you begin a new application. This panel allows you to choose the kind of permit or license you want to apply for:
- When you find the application you want, select it and click Begin Application.
- Once you have opened the application you have selected, enter a Description and Location for the project. Once you have entered the address, the map will display the geographical location for your permit.
- Click Next to continue.
- The People panel requires you to enter the name and contact information of people involved with the permit or license. This panel may differ from one application to another, depending on the kind of application you selected. Please note: If the cost of construction for your project exceeds $30,000, you are required to submit documentation of a Lien Agent in the Rel Docs section of the application, even if the People section has not prompted you to enter it there.
- Click Next.
- From there, the DataGroup panel requests specific information about your project. The information collected here may be used to calculate fees. The DataGroup panel is based on the kind of permit or license you are applying for and will request different information depending on which application you chose on the Create an Application page.
- After entering your application information, click Next to continue.
- The Rel Docs panel allows you to attach any relevant documents and files to your application.
- To add a file, click Add to open a selection window. Click the Delete icon to the right of a file to remove it, or click Delete all to delete all files simultaneously. TIP: Click See Required to view a list of documents that are required or recommended for this permit type. For a complete list of required and recommended documents, visit the Required Documents section of this page.
- Finally, click Submit to complete your application.
The portal allows you to pay fees associated with permits you have applied for online. As fees are subject to change throughout the approval process depending upon the specifics of your application, users are encouraged not to pay fees until the permit has been finalized.
For payments made through the online portal, there is a 3% surcharge for both credit and debit.
If you have applied for a permit using portal, you are still welcome to pay in person at Town Hall. For payments made in person there is a 3% surcharge when paying with credit, and no additional charge to pay with debit.
The Required Documents section of Portal allows associated documentation to be uploaded. Documents required for each permit type can be identified by clicking on "See Required". A list of Required and Recommended Documents will populate - options with an asterisk (*) are required. Once you add the document, you must click "Label" and select the appropriate option from the list.

Before a permit is submitted in the portal, all required documents must be labeled in the permit application.
- The Attachment tab is located at the bottom of applications in Portal. Here, users can attach documents to their application by clicking Add. To see which documents are required for your application, click See Required.
Documents listed with a star (*) next to them are required, other listed documents are recommended.
- After you have uploaded your documents, you must label them in order to submit your application. To do this, click Label.
- After clicking Label, a drop down menu will appear. From this menu, select the correct label for your document. If your project does not require the document listed, please attach appropriate documentation and select the required label.
- Once all required documents are attached and labeled, submit your application.
- To see those applications that you have completed and submitted, select the 'Submitted' tab on the home page. The panel below will now list all of your submitted applications:
- Click the case code to go to your application's summary page.
- Click the Actions drop-down list to select an option
- Clicking 'Check Case Status' will allow you to check the status and progress of a submitted application.
