Lynn moved to Carolina Beach in 1971 from Concord NC. He began his career on the Carolina Beach Boardwalk, working at the amusements at the age of 10 before joining Britt's Donut shop at the age of 14. Lynn graduated from John T. Hoggard High School before earning his B.S. in Computer Science from UNCW, and a Masters in Computer Science from the University of Virginia. Lynn has enjoyed a successful career in Software Development and Information Technology, holding senior leadership roles with companies such as CARQUEST, Nomaco, AP Exhaust, and Fujitsu. He is currently the Chief Information Officer for Atlantic Corporation in Wilmington. Lynn was elected to Town Council in 2019 and as Mayor in 2021 and 2023.

Deb was raised in Mount Pleasant, a small town located in Cabarrus County, North Carolina. She and her husband Butch have been married for 31 years and have three adult children a granddaughter, three rescue pups and three grand pups. Deb and her family made the decision to make Carolina Beach their home in 2003 and have never looked back. She has been a small business owner in New Hanover County for 17 years. She was a paralegal for 12 years and served our students at Ashley High School as the President of the Ashley Athletic Booster Club for seven years. Deb is a Founding board member of Pleasure Island Habitat and a board member of Pleasure Island Disaster Relief Fund. She has her real estate brokers license however is not active in this role. Deb has served town residents for many years in a volunteer capacity. Her most recent service was as Chair of the Planning and Zoning Commission and Police Advisory Committee. She has also served as a member of the Plastic Bag Ad Hoc Committee and as Chair of the Boardwalk Committee, her most recent appointment is to the Centennial Committee. Deb has a deep love for and commitment to preserving the small, hometown vibe of Carolina Beach for the enjoyment of its residents, businesses, as well as tourists. Her focus is keeping Carolina Beach a great place to live, visit and raise a family for generations to come. |

Jay Healy

I have been married to my beautiful wife, Cyndy for 25 years, and have 3 beautiful girls that are truly amazing. I have been associated with Carolina Beach for 12 years and have seen a lot of change for the better. The past couple of years I have been associated with 4 separate committees. The Operations committee, the Police Advisory committee, the Ad-Hoc Power line committee, and the Ad-Hoc Steering committee. In my new role, I will be involved with the Harbor Commission and the Parks and Recreation Committees. Being retired, I will dedicate my time to the Town of Carolina Beach. We are all very fortunate to live on this beautiful island and I am extremely humbled to serve you. |

Joe Benson

Joe was born in Boston, MA, but raised in southern California and Nashua, NH. He attended Florida State University where he received a Bachelor of Science degree in Broadcasting Meteorology. Following graduation, he entered the Air Force and was commissioned in 1993. He served twenty of his twenty two years as a special operations weather officer in Special Tactics, finishing his service in the rank of colonel. Joe has qualifications as master parachutist and military freefall, as well air assault and demolitions. He has attended advanced weapons, medical, small boat and numerous survival schools. During his service, he tallied 15 deployments to places such as Afghanistan, Iraq, east Africa, Oman and Haiti. He has a masters degree from the American University in Unconventional Warfare and a masters from the Navy Postgraduate School in Special Operations and Low-Intensity Conflict. Joe began coming to the island for special operations training back in 1998; he moved to Carolina Beach in 2013. He has served as a Big Brother. Joe is a member of the Air Commando and Grey Beret associations. He serves as the Air Force Special Operations liaison to Army Special Operations Command. In April of 2021 Joe published his first novel, “An Unwelcome Arrangement.” He is president of Air Commando Enterprises, LLC. Joe was voted mayor in November 2017 and was elected back to Council in November 2021. |

Mike Hoffer

Mike has lived in all four of the mainland USA time zones, but Carolina Beach is his favorite place. He came to Pleasure Island in 2003 and immediately started working for his community, helping to create the Gurney Hood Barking Lot (dog park) within 6 months of arriving. Since then he has served on the Operations Advisory Board, Planning and Zoning Commission and the Bike/Pedestrian Committee. He is also a former town employee having served two years from 2004-06. |
