Town of Carolina Beach

In accordance to North Carolina General Statute 160A-171 "there shall be a town clerk who shall give notice of meetings of the council, keep a journal of the proceedings of the council, be the custodian of all town records, and shall perform any other duties that may be required by law or the council".

The mission of the Town Clerk is to encourage citizen participation in town government by providing services such as publishing of materials on this web site, providing information during public hearings to help citizens understand the governmental process and the business being conducted, and by serving the department in a professional, courteous and friendly manner to all citizens and tourists alike.

Programs and Responsibilities of the Town Clerk

Administration to Council - Attend all Town Council meetings; generate and distribute council meeting agendas and compose minutes; provide administrative support services for the mayor and council members; coordinate meeting and travel arrangements for council members; give notice of council and committee meetings; compose resolutions and ordinances of the Town; provide follow up on council actions; administers oaths.

Custodian of Records - Responsible for the safe keeping of all Town meeting minutes, contracts, deeds, easements and insurance claims.  Maintains Town Code of Ordinances.

Property and Liability Representative - Serves as the point of contact for any property and/or liability claim for or against the Town; liaison between the Town and the North Carolina League of Municipalities.

Surplus Property - Advertises and auctions Town owned property; responds to customer questions; collects payment; arrange pick up of sold items.
